In an affidavit filed on January 13, the Union Ministry of Health and Family Welfare said that no person could be forced to be vaccinated against their wishes. India has accomplished a year of its Covid-19 inoculation programme just before days. The government told the Supreme Court that it had not issued any guideline that envisages vaccination without consent, or makes a vaccination certificate compulsory for a sake.

The government of India had not issued any Standard Operating Procedures which make the vaccination certificate compulsory to carry as a proof. The government has formulated operational guidelines for Covid-19 vaccination as per all the beneficiaries to be informed about adverse events which may occur after Covid vaccination.
To disincentivise the refusal of vaccination by citizens, orders have been issued by some states. The centre’s affidavit was filed in a matter in which the court had allowed the petitioner of Eluru foundation to formulate any concrete steps to strengthen the existing framework for facilitating the vaccination of disabled persons, and to ensure that they have proper access to the process.
According to the info conveyed by the ministry, a total of 1,52,95,43,602 doses had been administered as on January 11, 2022, and 90.84% of the eligible adult population had received their first dose. And 61% of the adult population had received the second dose. On the other hand, a total of 23,678 disabled  persons have been received the vaccination.
