Ruler is a typical mass drama that is aimed at Balakrishna’ fans. Balakrishna and KS Ravikumar have earlier collaborated for Jai Simha, which turned out to be a successful venture. This film Ruler marked the second collaboration between Balayya and KS Ravikumar.
